Inclusive Out of School Provision

High quality inclusive out of school provision/wraparound care is managed and run by knowledgeable, dedicated staff who understand the benefits of play and playwork and works to enhance children’s all-round development. High quality provision works in partnership with families, school, and other agencies to ensure that regardless of background, abilities or differences children are valued, respected and have equal opportunities to participate and thrive in a safe environment. To create an environment in which all children’s individual needs are met, reasonable adjustments have been made to address any physical or social barriers and appropriate care offered to every child, which supports them to fulfil their potential through play.


One of Ofsted’s key priorities for inspection is Inclusion. Some key factors to take into consideration when planning a high quality inclusive out-of-school/wraparound provision:
• It is vital from the outset that the settings inclusive ethos is reflected in the policies procedures and practice. This means working in partnership with parents, carers, children themselves, staff, other professionals, including school staff developing an inclusive collaborative approach to supporting each child.
• Prior to the children attending the setting it is important that staff have all the information they require to make adjustments and plan to meet children’s individual needs and incorporate inclusive practices into planning, reflective practice, and monitoring. This also ensures that staff can make ongoing adaptations, including reducing physical and social barriers, to ensure that children are able to fully participate in all aspects of the setting.


To further support out of school/wraparound provision in creating and maintaining an Inclusive high quality provision, there are two “Creating an Inclusive Provision” documents which have been commissioned by the Department for Education and Mott MacDonald, in partnership with the National Association for SEN (NASEN). These documents are specifically designed to give support and guidance for out of school settings to further develop their inclusive practice, policies and provision.

The Starting strong guidance which has been produced by Kent as a supporting document for early years providers to reflect on and develop their Ordinarily Available Provision (OAP). Starting Strong

Ordinarily Available Provision refers to the support and resources that mainstream early years providers are expected to offer to all children, including those with special educational needs and disabilities (SEND).

Whilst Out of school wraparound settings do not make formals assessment on children and are exempt from delivering the learning and development requirements and therefore will not be inspected against the Curriculum and teaching and achievement, some settings setting may find some of the information within this document useful to guide and reflect on their inclusive practice for the EYFS children in their care alongside other documentation and guidance already stated above.

The MCS are a framework designed to support staff in mainstream schools to provide high-quality, consistent support for children and young people with Special Educational Needs and/or Disabilities (SEND). They outline the "ordinarily available" provision to help pupils with SEND reach their potential.
